Eastern cottontails don't develop a flight response until they are a few weeks old. This means they don't run away from danger. Before that, their reaction to threats is to freeze in place and hope they go unnoticed. While this guy is still in the freeze stage, he will begin running away from us soon—a sure sign he is getting close to release-ready.
